СТРАТЕГИЯ РАЗВИТИЯ БАЛТИЙСКОЙ УНИВЕРСИТЕТСКОЙ ПРОГРАММЫ В РАМКАХ КОНЦЕПЦИИ УСТОЙЧИВОГО РАЗВИТИЯ В СОТРУДНИЧЕСТВЕ С ТГМУ

На современном этапе развития мир переживает социально-культурную катастрофу, связанную с потерей единой общей перспективы вследствие обострения экономических, социальных и экологических проблем в глобальном масштабе. В условиях глобализации деятельность людей в тех жизненно важных аспектах, которые определены уровнем развития науки и техники, должна быть системно организованной, единственной в масштабах всего человечества. Поэтому сущность концепции устойчивого развития является основой становления общенаучной парадигмы экономического и материального роста, представляет интерес для большого круга специалистов и способствует их сотрудничеству для изучения различных аспектов их всемирной экономической, политической и культурной интеграции. В публикации раскрыта суть сотрудничества между Тернопольским государственным медицинским университетом (Украина) и Упсальском университетом (Швеция) в рамках развития Балтийской Университетской Программы, которая фокусируется на вопросах устойчивого развития, охраны окружающей среды, природных ресурсов, демократии и образования для обеспечения устойчивого развития в регионе Балтийского моря, и определены возможные пути реализации концепции проекта «Актуальные екогенетические аспекты патологии человека и животных в условиях глобального экологического кризиса». Поскольку БУП позиционирует себя как центр естественных наук, приоритет тематического направления ТГМУ направлен на проведение фундаментальных и прикладных научных исследований, а также на выполнение научно-експериментальних разработок в изучении екогенетических аспектов патологии человека и животных в условиях глобального экологического кризиса. Реализация проекта на базе ТГМУ направлена на поиск путей решения проблем, касающихся возможностей экспериментальной биотехнологии, генетических и генно-инженерных методов с точки зрения экологии человека, а также на всестороннее раскрытие роли растительного и животного миров в жизни современного человека в условиях угрозы глобальных экологических изменений. Содержанием проекта предусмотрено три уровня его реализации. Прямыми целевыми группами программы являются преподаватели университетов, студенты и исследователи, в чем и заключается значительная будущая стратегическая ценность в развитии / расширении сотрудничества с другими заинтересованными сторонами - косвенными целевыми группами участников, которые включают финансистов, местные органы власти, центральные государственные учреждения, неправительственные организации. Реализация проекта создаст новое сильное международное сотрудничество между опытными исследовательскими группами из стран Балтийского региона и Украины; интеграция и интердисциплинарность научного сотрудничества обеспечит наилучший результат, направленный прежде всего на повышение качества экологического образования стран Балтийского региона, а также на укрепление и расширение границ академического сотрудничества и развитие международного научно-технического сотрудничества.

STRATEGY FOR THE DEVELOPMENT OF THE BALTIC UNIVERSITY PROGRAM IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT IN COOPERATION WITH TSMU

At the modern stage of development, the world experiences a socio-cultural catastrophe that is connected with a loss of the only general prospective as a result of aggravation of economic, social and environmental problems in a global scale. Due to the conditions of globalization, the activities of people in those vitally important aspects, which are determined by the level of development of science and technology, should to be systematically organized and the only one on the scale of all humanity. That is why the essence of the concept of sustainable development that is the basis for the formation of a general scientific paradigm of economical and material growing, it has an interest to a large range of professionals and promotes their collaboration to study the various aspects of their worldwide economical, political and cultural integration. The publication reveals the essence of cooperation between the Ternopil State Medical University (Ukraine) and Uppsala University (Sweden) within the framework of the development of the Baltic University Program, which is focused on the questions of sustainable development, environmental protection, natural resources, democracy and education to ensure sustainable development in the Baltic Sea region, and possible ways of realization of the project concept «Actual ecogenetic aspects of human and animal pathology in conditions of the global environmental crisis» are determined. Such as BUP positions itself as the center of natural sciences, the priority of the thematic direction of TSMU is directed on the conducting of fundamental and applied scientific researches, and also on the implementation of scientific and experimental developments in study of ecogenetic aspects of human and animal pathology in conditions of the global environmental crisis. The realization of TSMU project is directed on searching of ways of choosing problems that are related with the possibilities of experimental biotechnology, genetic and genetic engineering methods from the point of view of human ecology, and also on a comprehensive disclosure of the role of plant and animal worlds for modern human life in the faces of a threat of global ecological changes. The content of the project envisages three levels of its implementation during 4 years. The direct target groups of the program are university teachers, students and researchers, that is significant strategic value in the development / expansion of cooperation with other interested parties – indirect target groups of participants, which include financiers, local authorities, central government institutions, non-governmental organizations. The realization of project will create a new strong international cooperation between experienced research groups from the Baltic region and Ukraine; the integration and interdisciplinary of scientific collaboration will provide the best possible result that is directed first of all on improving the quality of environmental education in the Baltic region, and also on strengthening and expanding the boundaries of academic cooperation and the development of international scientific and technical cooperation.
